its not just california man. it's everywhere. Can't gamble with a credit card- laws passed to ensure people don't gamble over their heads. Could you imagine if you could gamble on credit? You know how many people would go BROKE?

I think it is the lottery that has the rule. no where I have ever traveled has let me purchase tickets with a credit card even if debit

don't know if it is a law there, it isnt a law here, but no one will allow you to purchase them on debit or credit here either.... hmmmmm its a conspiracy!
