Weird - that happened to me with MSN today, first time ever.
Have you tried getting there another way ie: not via internet explorer (if MSN's your homepage)? try going to Yahoo, searching for MSN and then clicking on it.
Worked for me.

Check to see if the web url for your msn hotmail has been inserted in your restricted sites settings for IE.
Go to Tools.. Internet Options... security and click on the Restricted Sites icon. then click the sites button to see if you msn hotmail site is restricted.
