Is it legal for a Illinois car body shop to charge you for repairs done before giving an estimate?

Took car in for an estimate, now the shop is trying to charge me for work that was never agreed on

As long as you didn't sign a repair order you do not have to pay for repairs! They may have you pay for the estimate. Best thing to do is call the Better Business Bureau.
