This is a modem initialisation string. The components mean:

AT: attention to your modem
&F: restore factory defaults
X3: do not wait for dial tone (dial anyway)

It's a simple way of forcing your modem to dial when it can't hear the dial tone in your phone line. Modems listen for dial tones by matching frequency, and sometimes either your dial tone frequency is outside the expected range, or slave devices on your line change the frequency of the dial tone sound. Forcing the modem to dial anyway overcomes this problem (provided there is actually an available line).

Nothing. That's a configuration command. It resets the modem to factory configuration.
