Yes. I believe he is. To me he's talking that way all the time in this campaign, like he's one of those PROPER english gentlemen on masterpiece theater or something. The FrrrESH is just him being dramatic.

Umm...he says "fresh"...However he uses an over the top british accent when doing so...so it appears to sound like he is not pronoucing the 'r'.
