I like the Monte Carlo and they have a lot of penny slots.

Stardust has some good ones...but they're closing the end of this year. Most of the casinos have pretty many penny slots since they're so popular (and yes, you can win money on them!). Also try the Henderson area...like the "Station" casinos (Palace Station, Boulder Station, etc...)
