All you need to know for a basic static web page is basic HTML
There are sites that have templates so you can make a simple one without knowing eveh HTML
Geocities has a nice page builder that will allow you to be more creative.
lissaexplains.com has a tutorial for HTML and building your own webpage.

i would download an html editor first...i will post a link to a free html editor that is supposed to be good. I personaly use dreamweaver. that costs 300 bucks though, so i would go with the free one now and maybe move up the ladder.
then just play around...one way to figure something out is to try it
also, if you arent afraid of dropping a hundred or so dollars on it (if its a personal play site, i wouldnt say its necessary, but if it has any sort of business application, then definately) go to the local community college and see if they have a web site building class and enroll (should only be a few days, mine was 4 days, 3 hrs a day.) that will give you a VERY good idea as to how to build a site.
when i started i only knew hand coding, but i played around with the programs and figured them out, so now i just use dreamweaver, and if i need it i might had code some things that i NEED...

I like to use angelfire.com
Its fairly easy to use, even if you don't know HTML - hyper text markup language, because it has nice tools; it even has an HTML help part of the website called Webmonkey or something i think.
I like to use Funky-chickens.com for HTML help, That's what i used to learn. Don't worry about taking classes, you can teach yourself. After you learn HTML, and are fluent with it, you can move to Javascript and possibly PHP and java. When you get there, just search for 'javascript help' or 'PHP help' or whatever on yahoo. Hope this helps!

Yes there are many easy to follow books and websites to help you. In addition, you can invest in a program that will let you type, add pictures, etc and transform it to the html code you need (ex: MS Frontpage).

you can use geocities here on yahoo, i use www.freewebs.com. Freewebs has an "easy site builder" option. definately worth a try and its free unless you want more space and services.
