I meet a friend, become "best" friends then after about a year they move away. It hurts me to lose these people out of my life, but what is my choice, NO FRIENDS???

What about concentrating on making friends of the locals that do not move away?

As you meet and get to know the transient people, remind yourself at several points that they will be leaving and make conscious choices to spend less time with them, make yourself stay away. Less time with them keeps you from getting closer. Make many friends, instead of getting in deep with one. Spread yourself across the surface with groups of friends.

Another strategy is to go ahead and make friends the way you do now, but know that when the time comes, you will be hurt, but expect it, embrace it and feel it as a natural feeling in life. Allow it to define you as a caring feeling human. After an appropriate time, get up and move on with life and consider yourself well-adjusted and emotionally available and open to your fellow humans on the planet.
