The Goddess of Discord, Eris, wasn't invited to an Olympian party, prompting her to cause a beauty competition, judged by a mortal, among Hera, Athena and Aphrodite. The Judgment of Paris led to Aphrodite promising Helen (already married) to Paris, prince of Troy. Helen's abandoned husband Menelaus called on his alllied kings for help, including Odysseus, who came up with the idea of the Trojan Horse. This confederation was called the Achaeans (or Greeks).

So ... you could blame Eris, Aphrodite, Paris and Helen, or Odysseus and the Achaeans.

Agamemnon, king of Mycenae, and the brother of Menelaus, led an expedition of Achaean troops to Troy and besieged the city for ten years. After the deaths of many heroes, including the Achaeans Achilles and Aias, or Ajax, and the Trojans Hector and Paris, the city fell to the ruse of the Trojan Horse.
