It works on the molecular structure of wetonomics. You see when the molecules of hydrogen and oxygen get together in a ratio of 2H and 1O water is the result. Now, follow me closely, this is where it gets tricky. As Professor Woopseedoggle told me....when the H2O or water comes into contact with your person, either by means of gravity, cintrifugal action, propelled motion or other means, it causes the water to adhear to your epidermis (skin) or other body parts, i.e. hair, fingernails, etc. Thus, the situation of WET that the H2O is in is transferred to your body, causing it to be wet as well. Get it?

Adhesion makes it clings to other things, unlike mercury, which clings more to itself (cohesion) and won't leave objects wet. I'm not a chemist, so I can't explain molecular bonds or charges and valences or whatever and I'm not ambitious right now enough to go google it for you, but that's the basis of it.
