Talk to your local cable board. They might be able to loan out equipment to make it.

First copy right the idea before talking to ANYONE! Then send you idea into the network or studio that "fits" your type of idea.
But COPY RIGHT IT FIRST!!!!
You can even send yourself a copy in the mail so it's post marked "do not open it" and that will show when you had the idea.
