It just emphasizes the body fat in the mid-section. I don't want to mean but that look is just not flattering on all figures.

I think its an insecurity thing. They are actually insecure but try to hide it by wearing clothes that the "cool people" and models wear. Its a bit of denial. They think that by waering those clothes people will want to be around them like they want to be around models. That makes them shy away from clothing that might actually be flattering on them.

Slaves to fashion. And perhaps they don't realize that to be attractive you should wear what looks good on you. It's hard, because peer group pressure to wear what is "in" is pretty strong when you are young.

They think they are in style and have NO idea how awful they look! It is so unfortunate that they are so addicted to style that they are willing to make themselves pawns in society. It is sad!

Seriously, I don't know... obviously it's not attractive...maybe they think that to be sexy they have to show all they have, spare tires and all.

There is no good answer for that question. All that I can say is that they are too comfortable with their bodies. Unfortunately, we're not comfortable with their bodies.
