She won't have a problem. Watch out for those freakin' perverted salarymen or otaku types though. Those guys give me the creeps.
Japanese are very visually oriented, however. So if your sister's cute and relatively thin, then no trouble. If she's overweight, then she will probably have a more difficult time bagging the boy of her dreams.

From my experience, Japanese boys aren't extremely fond of girls not of their race. But two things to reiterate:
-They are not racist
-Every Japanese person is different
If you're seeking a Japanese boy, it shouldn't be too hard to meet with one and just talk. I don't know if you're college-aged or high-school aged. College-aged students tend to be more open to dating, while the high-school boys are really focused on studying. Why? They all told me that college is easy there, but not high school. Considering my foreign exchange student stays up until 1 AM every day working on school stuff, high school is definitely hard there.

Basically, we don't consider whether we like other races because we seldom meet them and many even haven't talked to them. Of course, there are some who like them.
A lot of American culture have been imported to Japan and many admire whites. So I think it's fairly easy for whites to get boyfriends compared to other races.
