The US Post Office didn't always have zip codes. As years went by and some towns got more and more mail.. they decided to develope a number to help them sort mail.
At first it was only in large high populated cities like New York. Little by little more towns across the country got zip codes. I remember when we had one code for all of Seattle, Washington.
Mail increased and so the Government added more zip codes and broke the towns up into sections.
Later they developed the 4 digit extension to further refine areas.
The simple answer is
1. To help the postal office sort mail by state, then town, then area within the town
2. Each part of the number means something and was developed in the same method as the Governments BARS Accounting codes.
3. the 4 digit extension that follows the 5 digit Zip Code started out to be an extension for PO Boxes. Such as Bellingham, WA for a post office box was 98227. If you had box 102 your zip was 98227-0102. Now... well they need more numbers for areas within a town and is now a further break down
