If the lease is silent on any fees or deposits for keys, then the landlord is in violation of the lease. Point this out to the landlord. If he refuses, you could break the lease immediately as he has failed to turn over posession to you as agreed in the lease.

However, if you lost the key and needed a replacement, the fee would be reasonable. Many jurisdictions require landlords to change locks when keys are lost and the landlord is entitled to recover this from the tenant.

By chance did you loose your key? They are charging a re-key fee if so. If not it seems unreasonable to charge you an additional fee unless it is a gated community and they are issuing a plastic pass card key for an electronic lock. Even at that it would seem the initial issue would be free and a second or replacement would incur a charge.

Is this a complex or a private Lessor? Curious.

Read the fine print of your lease and then consult a lawyer that you know because if necessary you could break the lease considering he is trying to make a buck off of you without clearly stating that. Good luck with that.

You shouldn't have to buy it; it should be a deposit to be returned when the key is returned.

The landlord has to provide access to the building and can't charge you for it. I'll look it up...
