Liquid Foundation, 3-6 months (Cream foundation can last 4-6 months)
Foundation in a bottle should last 3-6 months, but wide mouthed jars can expose the product to more air and should be tossed sooner. You'll know it's time to purchase a new bottle, when the ingredients begin to settle or separate, the texture thickens or thins, or the smell changes.
Concealer, 6-8 months
Powders, 1 year
Pressed powder, eye-shadows, blush
Mascara, 3 months
You should never keep mascara for any longer than 3 months (air pushes bacteria back into the tube). Never "pump" your mascara.
Lip gloss & Lipstick, 1 year
Eye/Lip Pencils, 1 year
Eye and lip pencils should last 1 year or more, but you should sharpen pencils at least once a week to prevent bacteria from being transferred to your eye area. You'll know the product has gone bad if it dries or crumbles.

I don't think they actually expire but bacteria collects in them when you keep them for too long. You are supposed to buy new mascara like every 4 months so I imagine that eyeliner and eye shadow are the same. Have you had yours for longer than 6 months? If yes try put them under a microscope and you'll see all the gross bacteria and sometimes insects that are growing on them.

Eye shadow and eyeliner should be replaced every 6 months because of bacteria that can infect your eyes.

Yes 3-6 months. You should always change your make-up out. The bacteria levels alone that collect from make-up being used is enough to give you things like pink eye and other bacterial infections. That's alone should make you want to do it. Same goes with brushes (clean then thoroughly periodically/ replace every year)for make-up and sponges (1-2 weeks)

eyeshadow doesn't expire, but your eyeliner should be changed once every 6 months. Otherwise you run the risk of infection (mascara and eye liner grow bacteria the older they are)!!!!

Yes. I am not sure the exact shelf life, but it sure does, and be careful because eyes are extremely sensitive, I'll say don't keep it longer than 6 mos. Even though I am guilty of using it until it is gone or broken!

You're supposed to get rid of them after 3 months, but I never do. I have some eyeshadow that's 20 years old! I try not to keep my liner over 6 months.

They are all chemicals, so I'm sure they are preserved for a long time, however you should be changing your mascara and eye products at least every 6 months.
