They dont really do that anymore, usually if even needed a little suctioning device takes out the salavia in the mouth and the baby begins to beath/cry. Remember the umbilical cord actually provides oxygen (*which is why you can have a baby in water) so the baby is quite fine at birth,,,,

they suck out the snot to make sure they are breathing. there are several tests that are done to make sure that a baby is healthy in the first hour of life outside the womb for safety.
