Its bordering on what is called a "tie sign".....indicating that he and the woman are "together" or that they are a couple....other more obvious tie signs are hand holding, or other forms of public affection. While the example you provide does not involve body contact, the gesture described that at the very least...the man is seeking to be connected with the woman.

that means that somehow he feels a sense of belonging.. like he owns her.. in some way that means that he feels confident that he owns you ? and if hes crossing his legs and his toes or feet are pointing in yur direction that means " i want you"
