The scrotum usually has a sparse covering with stiff hair
which can poke at other places into the scrotum and cause
discomfort.
That's if you're lucky. Do not enclose them in tight underwear
and it shouldn't be that uncomfortable.
However, there are a variety of skin parasites, some of which
come along with sex with the wrong person. "Crabs", for one
(though they are not related to the sea-going beasts of the
same name).
In any case, if its insufferable, go see your doctor. If you
see wee beasties crawling around your private parts, go
see your doctor fast.

they shouldnt if kept clean and dry. you sweat there without air getting to the area so it makes the skin itch.
Clean yourself better and use talc powder .. then no itch anymore

It gets sweaty and sticky down there for guys, therefore they itch them to make them feel better!

dampness promotes fungal growth, the itch is when the fungal spores are trying to attach to the skin.
