You do not indicate if you have tried to get a job over seas and been rejected, or if you have been rejected in the U.S., and want to go over seas.
Check opportunities on the U.S. Department of State Careers web site. Yes, they do require an application, which includes a background, reference, and credit check. Unless you have been convicted of a felony, have negative references, (who would use negative references?), or have filed for bankruptcy within the past 10 years, your application will be considered.
Check with the Human Resources Department at the college or university that graduated you. This department can provide you with contacts that may help you in your job search.
Consider teaching over seas. A teaching certification for over seas teaching positions is not always required.

Your best bet would be to apply for internships in the countries you are interested. I have travelled a lot and have found that now, most countries are very leary about giving work permits to foreigners. They need to protect their citizens first.
With an internship, you can get the experience you need and it may help you land a job. If you decide to go back to the US, apply jobs that don't require good credit. I know plenty of people with bad credit, including judgements, bankrupcies that have very good paying jobs and with a good salary. If employers ask you about your credit, be honest and upfront with them. They will appreciate it.

First of all, do your speak Japanese, Portuguese and or Norwegian? If so, choose a country and go there and start knocking on doors. go to trade fairs in the industry you are interested in working in. You can make it happen if you really want it. or find an American company that has a unit in one of the countries you desire.
If Norway why not the Netherlands. The Dutch are open minded.

I suggest that you do some research regarding companies that are based in those particular countries. Find the ones that you are most interested in and send out resumes. Start your search at a site like monster.com and see where you go from there. You might also search for companies that are based in the US, but have branch "offices" in those countries. Good luck!

Do a search on the internet.
There are a number of companies that look for candidates for European countries. They would also be able to tell you how good your chances in your branch are in various countries.
If you are going to limit yourself to just the few countries you mention, depending on how desirable your specialty is there, may make your chance of success slim or non existent.
