Yeah - a fan. It plugs into the wall. No batteries. No fridge.

Other than that, a hand fan might work, although it is believed it takes more energy to wave the damn thing than you will conserve in experiencing relief from it. Better to sit near a window and hope for a breeze.

i have seen these solar power fans that are built into a normal peak cap!! Its perfect for walking in the sun because the peak of the cap protects your face fromt he sun, and the solar panel on the cap powers the fan to keep you cool!!

bandanas soaked in cool water

walmart has some that absorb cool water they work pretty good
you can find them in the sporting goods
