Maybe he's just stretching his arm & the position is comfortable for him. Yeah right.

I'd say that this means the man is not quite sure enough of himself to just go ahead and put his arm around the woman. He is getting there though. Although this might just be comfortable him.

Clearly it's something about the couch. I mean, is the woman even necessarily sitting on the couch? Maybe he's taking a nap.

When I do that, it means that I'd like to put my arm around her. I'm just waiting for a return signal that it's all right to do so.

If you want him to put his arm around you, snuggle a little against his torso. If you don't, just sit erect and keep the conversation impersonal.
