No, it is not - how do you assure that the dictator will always be benevolent and rule with the best interest of the people in mind? If there is a dictator, then there is no questioning. In fact most dictatorships are the least effective form of government, lasting for a limited amount of time before being over-thrown.

No, for two reasons.

(1) No primarily centeralized system can process the immense amount of information involved in maintaining a functional human society. Most of the decision making in the society needs to be done with a large element of distributed processing, it is faster and far more accurate and flexible. For an excample, compare the British-derived economies (Britain, Canada, Aussie, USA) to the economy of the former USSR.

(2) The dictatorship will not remain benevolent, in any case. All dictators die, and the people who take their place are either their spoiled royal children, or whichever man is powerhungry enough to play dirty politics his whole life, to get to the top. In neither case are these people likely to be benevolent, and after a few generations of this, they instill systematic corruption in the society and culture, big-time.

Any type of dictatorship is the most efficient form of government. As for its effectiveness, that is purely opinion. Most businesses that have one boss and many employees usually operate more efficiently than if a committee made the decisions for the company. Most top-heavy organizations waste more time and money on meetings than a single-boss business does.

Yes. It is in my opinion the only one that can work well, short of full libertarianism (which would only work if people were better than they are, so that's out).

Democracy is simply horrendous at protecting minorities, who have just as much right to a good life as members of the majority (I'm queer, so you know I'd have to say something about that).

Of course, you've really got a mess on your hands when the benevolent dictator dies...
