An expert on the subject (preferably with a degree). Because that way the correct information is shared with the student and the myths are debunked based on scientific explanations and what not. They would teach it all. From sexual intercourse to STD's to pregnancies, the whole shebang! If they are neutral and just explain the cold, hard facts the views of the student will not be affected.

While parents should teach sex education to their children, they are not doing a particularly good job. The USA has one of the highest teen pregnancy rates among western societies.

It has to be done in the schools. It should be done in such a way that it is not offensive to various religious views -- but it has to include information on the prevention of pregnancy and avoidance of STDs.

Schools, biology teachers, should teach sex education. It is important to prevent unwanted pregnancies and sexually transmitted diseases. Kids will have sex; teach them the precautions and the reason to have precautions.

As to the views of the student, sex education is not a matter of opinion; it is a matter of life and death.

Parents should teach sex education to their children. Be honest and open and take the shame out of it all. Relay the facts. If you as a parent are unsure or ignorant of something, consult a doctor or a book.
