THE District Manager of the Company or Owner. Or the Better Business Bureau

Stop for a moment and reconsider: Was the bad service a blessing in disguise. McD's doesn't offer up much of anything that's good for you. Tasty yes, but not good for you. If you walked frustrated and didn't get served, it was a good day. Something nice happened to you and your body. It's sort of like when I go shopping and also get bad service, so end up going home without buying anything. A bad thing? I don't think so. I seriously regard those events as positive :)

VanJohn has a very good point.

Still, if you would like to make your voice heard to the corporate office, go to their web site, and fill out the complaint page. They'll follow it up, and send you a coupon as well.

Did you think about asking to see the store manager?

Email Mc Donalds. But if you were dealing with black people your gonna have many more complaints. Best bet move to a different state.
