In a relationship of two couples a sex believes it is the responsibility of the other sex to make provision for him or her. This occur before marriage not even before proposals. It occurs between youths of our tme. Like females requesting for recharge cards for their phone or some other things.
Why does this happen?

it happens because ppl allow each other to treat them that way, i mean, a person trains other people to treat them a certain way, and then they are treated that way, although it is very subconscious, and they don't even know its happening. so if a guy has given to this girl or this girl has given to this guy, and then that guy/girl wants that girl/guy to stop asking for things, but in the beginning of the relationship, they were trained to ask for things and to get them, but now the giver doesn't want to give anymore now that they got who/what they wanted, but that girl/guy has not yet seen the whole thing for what it is, power. now that person who was the giver will now turn into the needed, meaning, the person who is asking for stuff becomes dependant upon them, and starts to need what that person was providing, and now they become the beggar, lol giving that person who in the beginning had offered and given, total control over the situation, and that person may have said no i don't need that, but now they do, they are stuck, and rendered powerless, unless they see it for what it is.
it comes down to control and who has it, and how they are willing to get it, and the person who is allowing the girl to ask for the phone card thing, is infact the one with the power, even though it looks like they are being used, they are not, they are establishing a form of control, a give and take, and then a ask and beg, lol

Well, let me ask this, why does a guy pay for a girl's dinner and expects to get sex from her later???
But to do some justice to your question, everyone is speaking one or more love languages... Spending money or material things is one of those love languages... You just have to learn each other's language for better communication.

It's got nothing to do with feminism or hate a chilvery for me.
