So you can ask questions and get more privileges in asking and answering questions. Answering questions gets you points. Asking them uses points.

I personally am trying to accumulate them, so later on , when I have a question I will not loose so many points (5 points per question)...... They are for answering peoples questions, believe me , it has been fun answering questions and YES , I have gained a lot of knowledge of things I did not know, just by looking at the questions and the answers, I myself have solved a lot of problems with my computer etc.....its fun and has helped me a lot and also try to help others.

The points are like the first estimate that a contractor gives. Doesn't matter.

they are for children to brag to each other about. other than that they aren't good for anything. you can't trade them in for anything.
