Same with the other guys, I normally use Remote Desktop connection to control another computer. There is an older tool called Netmeeting which will allow you to do the same thing. It can be accessed by typing CONF on the Run Command (Start \Run\conf) to install Netmeeting. Or by simply navigating to C:\Program Files\NetMeeting\conf.exe

Chris R. is right about getting a router. You'll need that to keep internet snoopers out when you allow file sharing over your WORKGROUP.
You will set up a workgroup and "MAP" the drives in MyNetwork Places.
One computer will be designated as the SERVER
One computer will be designated with another name you give it.
On the SERVER you will need to set up a Folder for Sharing. This is the folder the other computer(s) on your home Network can see.
You can even share C, for the purpose of sharing Programs, but it not recommended. Better to burn CD's and install programs individually on other nodes/ workstations.
You will need Adminstrator priviledges on both computers to map the drives.
Hope that is enough.
If you have further questions, first go to the HELP section in XP. Right click bottom right START button >
Left click select EXPLORE.
In window that opens your computer tree will appear in left pane. On tool bar above select HELP > go to INDEX> type in Networking. Follow all those instructions to the letter.
If you need help mapping the drives, type into INDEX, "map drive".

Define "control".
I would set up file sharing and use the second computer as a file server for the other. You can set this up relatively easily by putting them in the same workgroup and setting up File Sharing in the properties of your "C" drive.
If you have a wireless network, be sure to use secure the wireless router so others can't get at your files.

The remote desktop connection built into XP was specifically designed to do just that.
