Home Depot is the place I go when I have questions like this. They have patches, glues, etc. to hold you over till you can get either a new roof or a second roof put on that house (if your house could take the weight). If your roof is flat I would think that if you cover a larger section and put something under the sheet roofing that would make it slant a little then water would roll to the edge, at which time you might want it to drain into a gutter and down a pipe and make it pour out to the road where the road slants downhill into a drain.

The correct way would be to rip it off the plywood base and competely replace the layers and any rotted plywood.
If you just want to stop the leak until roofers can work on it, you can tar the roof with buckets of tar available at any home depot.

first see climb into the attic and see where the leak is coming from. Then if the hole is not very big, Go out onto the roof and tear the shingle off. stick a screwdriver up through the attic to find the shingles to remove. Go to the hardware store and get some liquid black tar, talk to the hardware person and they can direct you to other things needed. Do not use caulk, it will hold for a bit and then keep leaking. I tried it and it does not work.

Check that all drains on the roof are free of blockage and that they are draining properly. Look for any open seams and seal them. Seal any areas that are dried and cracked with tar-caulk. If there are any low spots on the roof that are gathering water, you will have to raise that area. If there is a drainage problem you may have to do some serious work like sloping the roof to encourage drainage.

Good luck

You repair it and seal it with the same materials your roof was built with.
