I would say that anyone that truely administers a network must have a rudimentary concept of how programming works. They may not recognize it as programming skills, but if you can master network admin, then learning to code is not that great a jump.

For the most part, no programming skills are needed for being a network administrator. Every once in a while, they may be required to write scripts (such as DOS batch script, VBScript, etc), but that's not really programming.
You'll also notice that the tests to become an MCSE and/or CCNA do not require any sort of programming. Read up on the job description of whatever job you're applying for, but it'd be rare to require programming skills.

Yes you can. I am not good at all with programming. I have enough skills to get by but not the greatest.
I am still working on my BS in computer science and I am a network admin for a well respected company.
I have my MCSE A+ NETWORK+ SECURITY+ and CCNA. So yes it is possible.

Network Admins do not need to have programming skills to do their job. what he/she does need is a thorough knowledge of how networks operate including client/server setups, Operating systems and various network protocols. The ability to program is always a plus though.
