We used play sand as advised. Also put a few other things in there for his amusement. I found what had been a cage for a hampster at a garage sale. Looks more like a aquarium. But it isn't. Will it just take more time?

Don't use sand! The hamster may eat it on accident, and it can get stuck all over them and become very uncomfortable and messy. Hamsters can be fickle and picky and also very lazy. So if your hamster doesn't like your playground now, try introducing it again when he is more active (don't drag him out of bed for it).

If you're looking for a more active pet that enjoys playgrounds, get a rat!

don't use sand on a hamster. use cedar bedding. and a wheel to run and if you want a ball so they can run around the house for 10-15 minutes.
Anyhow, I have 3 hamsters on my own and now a rabbit! experience. :)

Give the little bugger a chance to learn it. He might adapt.
