Silver is a highly reactive metal, this means that it bonds with other elements easily. the out most layer of your silver earrings is bonding with the oxygen in the air, forming silver-oxide. This silver-oxide is a completely new substance, and looks much more dull, and "unpolished" than pure silver. When you polish your silver earrings, you are removing this layer of silver-oxide, and exposing the pure silver beneath. If you don't want this to happen, keep your earrings in an air-tight bag.

Never heard of sliver. Silver - pure silver- does not have any protective coating. It is a natural chemical reaction called "oxidation".
Pure silver (most precious metals as well) absorb oxygen.
Electroplated silver is a very thin layer, it always has a clear protective coating to prevent this.
So you have a somewhat valuable set of earings.

I have the same problem mines kind of tarnish a little I clean them with some cheese cloth and a liquid my sister got me from the store "things remembered" try that

Oxidation. Just get some silver polish and shine them once in a while.
