Had a really good chuckle reading some of this nonsense.
Head on over to your local pool shop and ask for a patch kit. You don't have to empty the pool at all. The glue works best actually, under water. It'll set up and the patch will be rock solid in about 30 seconds. Total cost of maybe 4 dollars for the kit.
Nothing else will work. Has to be vinyl glue and patch.

Get a tire patch kit, it will come with the glue, patches and a little metal disk with tiny teeth on it, what that is, is to roughen up the area around the hole so that the glue will have a place to kinda embed itself into then place the patch over the glue and hole, and what i like to do it is after the patch is on spread a little bit of the glue around the edges of the patch to help secure it better, do not use superglue because once water touches it, it will dissolve it.

The bicycle tube patch kit should work or maybe try a prodcut called "GOOP" that is like a cross between caulk and rubber cement. One other thing to help any of these things stick GENTLY roughen up the area arounfd the holes with fine snadpaper or a fine emory board the rough surface will adhere better to any patch idea you try.

There must be a reason why that is not sticking. I always wipe rubbing alcohol over things I want to glue to get off any sand, oil, dirt.
A toy store might have that patch, places like Office Depot have all kinds of glue and patches and kits. If the glue gets to expensive then buy another pool.

I found a substance that is the cats as_. I have used it in the automotive field used it for tennis shoes and I've used it for hipwaiters which I cut a 2" hole in with a shovel, it is called"GOOP" just make sure the surface is clean, maybe wipe the surface with some rubbing alcohole, dry and apply. My friend used it on the handle of a bouncey ball and it worked. good luck:)

Make sure the area is really, really dry...the duct tape should hold. I use it to patch my kiddie pool.
