As far as him cheating that's bad, and you should talk to him about that. But this is his secret to tell to the family. Don't ruin that for him. It's hard, but sometimes being a good sibling is letting the other make their own mistakes and being there for them if they need help. Be there for him and help him through this. Good luck!

No, Dont tell your parents. he would really be mad at you and he eventually will let your parents know and its only him that can tell your parents who he has become. so keep your mouth shut cause it would be a big mistake if you told on him. its his business and when hes ready to let you parents know he will.
