if you already have a close friendship, she will probably be flattered, if she's not gay. if she's open to it, even better.
a (straight) friend of mine had the same situation with a good guy friend of ours. i encouraged her, even though she didn't want to 'risk their friendship'. it could be even better! the worst that will happen is a 'no'. she just married the guy 3 months ago. sometimes it works out, sometimes it doesn't, but you never know until you try.

there's a lot of good suggestions already here... asking her if she's ever thought about kissing other girls, etc... once a girl i knew finished putting on lipstick, turned to me, and said ,"how do i look? if you were queer, would you think i was hot?" that was pretty nice, since i wasn't out yet...
whatever you do, don't be too hung up on her first reactions. some people may not have thought about it much, and she may be a little taken aback by a gentle comment. don't worry about it, though. i've heard so many stories of, "i thought my friend was cute, but i wasn't into girls..." that ended with the two if them in love. so... be as honest as you are comfortable with...and be prepared for anything

Start off by being her friend. Ask her if she thinks homosexuality is wrong. If she responds with something like, "No I don't think it's wrong. I'm bisexual (or lesbian, whichever)" then go for it.
I recently had a friend tell me he's gay. He told me by first asking me if I thought homosexuality was wrong. I told him I didn't think it was a big deal and that's when (I guess) he felt safe enough to tell me.
