Nope. She will get caught eventually. Why should you be the one who reports her? What if they don't believe you? Best way to keep from getting any on you is not to stir up the s***.
Supervisors can be total morons. Sometimes it almost makes you sick when the person in charge has no clue. But, there you go... it's like the joke about the parts of the body.
They were all talking about being the most important.... the arms because they provided all the important activity.... the legs because they took the body everywhere, etc.... so the A. hole says he's most important just because. The parts all laugh at him, so he shuts up and refuses to work. Pretty soon all the parts are suffering... eyes can't see, ears can't hear, etc. and so they give in & tell the A. hole he's the most important. Moral: You don't have to be the best to be the boss, you just have to be the A. hole.

It's really hard to give advice without knowing the specifics and/or industry.
Usually, I would recommend trying to work it out between yourselves without involving the supervisor. There's probably a very good reason the procedures were developed the way they were. One way to handle this situation is to figure out the difference between what your co-worker is doing and what you're "supposed" to do. You might be able to go directly to the co-worker and say "hey, did you realize by doing it this way, you're causing all of these problems over here?" If they still don't listen, then you might want to take it to your supervisor.
Of course, if we're talking about cutting corners over a safety issue (for instance) or something else that could bring down the company, I think it's a no-brainer; you should talk to your supervisor immediately.

Ask the supervisor to repeat the procedures in a department meeting, because you are concerned that perhaps not everybody is following the standard, and you would like to make sure that everybody is well-trained. Either your super will ask you for more info, will hold the meeting (and then you can bring up concerns if things dont change), or she already knows. It is best not to go to her with a specific complaint about a specific person right off the bat, IMO.

perchance she would not even understand what this appears like from some different person's point of view. perchance you need to assert something to HER about it and bypass from there. I recommend, what's the tremendous deal? She's flirting. have you ever flirted with someone once you're already in contact with some different person. NO? you need to be a saint. perchance this guy already knows that his spouse is a huge flirt. One question...If the jobs were reversed and he develop into the only flirting with you, ought to you tell his spouse. probable no longer because you need it too a lot.

DONT BE A RAT! NOBODY LIKES A RAT. Unless of course what your co-worker is doing is endangering someone's safety or if you would be fired if someone found out you knew and didn't say anything.

My gut feeling is that you don't need to do anything. Your co-worker is doing a pretty effective job on her own of adjusting the fit of her own noose. Just be patient. Keep a straight face when the big event happens.

truly. I would listen to my heart and here is what says.
I would say rat her out due the fact that she is doing everything and causing others to follow in her footsteps.
I know how it feels to be ratted on. and I been that road and lost many jobs due to it. but that isn't stopping me from ratting others good luck hope this helps.
