It is called anamolous expansion of water. The anamoly in this case is that the volume of the solid is greater than that of the liquid which is due to hydrogen bonding.

Crystallization? Maybe? It is because water forms a crystal lattice structure.

it's true about the crystal lattice structure. why haven't i come across a label for the phenomenon? well, one thing i'm sure of the phenomenon is often described as anomalous.
