Your computers IP address is associated to your network connection.
Types of IP address are as follows.
1) Loop back 127.0.0.1
Used by the host computer to send a message back to itself.
2) Private Network addresses (192.168.x.x, 172.16.x.x through 172.31.x.x, and 10.x.x.x where x is any number from 0 to 255)
Used for a local network to connect two or more computers together.
3) The rest of the world.
You are usually given an IP address by your service provider. Most dial up connections have a dynamic IP address. Broadband connections can have either a fixed IP address or a dynamic IP address.
My guess is that it is your 3) IP address you would like to change. Well contact your service provider.
See below to find out what your IP address is.

yep.
But, if you are behind a really great firewall, like, an IPCOP.org box, that is running Dan's Guardian, you can't do proxy IPs.
And, if you are on a dynamic IP, then, every re-boot could be a new IP, if you are direct to your DSL/BB modem, that really confuses the proxy server, unless you own it, using Linux as a DNS server, running a proxy server program... any 133 mhz or faster old system would do it...
This is probably really deep for you, but, you can experiment in Linux, with http://pclinuxos.com or get P.H.L.A.K. at http://livecdlist.com

Typically on Cable/DSL Modems, they will get your ip and then give you a IP behind theirs, but also depends on your service.
If this is the case the easiest way to change Ip's is to turn your cable/dsl modem off wait about an hour or so and turn it back on. With any luck it will have changed. If that didnt work you may need to leave it off overnight or longer before the Address reservation your modem has is released.

Go to Network places on your desktop and right click on an empty space of the window, choose properties.. you can see the local area network you are using, just right click on it and choose properties.. A window will appear just choose TCP/IP and double click on it.. and you can see your IP address now.. so change it!!
i.e: If you don't see My Network places on your desktop just right click on an empty space on your desktop and choose properties> Desktop> Customize my desktop and check on the box near my network places..
Well this is if you are using a LAN card that provides you with the network connection
