It should say so on the back of the bag.....
I personally use and do well with 5 : 1 (for grouting a natural stone wall, using playsand + non-shrink mortar mix).

You should use about 3 shovels of sand per 1 shovel of mortar.
I wouldn't use play sand though. Use mason sand, it is rougher and will be stronger then the fine playsand.

yes I agree with you on the mason sand ,the play sand is to fine and does not bond as good
