You mean US? in the USA? Well, I heard that when Thomas Jefferson was ambassador to france, he brought back 200 vanilla beans and a recipe for vanilla Ice Cream, so maybe that was it. The stupid Frogs invented it.
By da way, before refrigerators, they used to go out to a frozen lake in the winter, cut out blocks of the ice in the winter, and then store the blocks until summer in an ice house, or in a shed, and cover it with sawdust (to insulate it). Then, when summer came, they would grind up the ice and mix the ice cream ingredients into it.

It was first accidently thought of an emperor of either Japan or China.. I can't remember... anyway, when it would snow there... the snow was considered a delicacy... the servents would pick it up... flavor it and served it to the emperor.....later on modifcations were made to try to keep the delicacy there longer, they added ingredients and some how made ice cream.... i love the cookie dough ice cream
