I invest where I can get the most return on my investment with the least risk.

Risk increases with the number of unknowns.

Does Africa qualify?

No. I wouldn't invest it in South Africa.
First because I don't live there, second because I don't know anyone I trust there, third because why go so far when I can invest my money here in the US

There is probably more opportunity there than US. US stocks are often overpriced compared to many other similiar companies in other countries where you can buy the same company for much cheaper. Less investors = more opportunity.
