have you tried the clorox bleach pen? I use it if I have a shirt that can't be regularly bleached.

You can't. An indelible felt tip pen (ink) soaks into the cotton fibers and it will never come out completely, even if you bleach the item. Cotton is so absorbant that the stain will be in there for good. Pitch the shirt.

Do you want to remove the pen or the ink from the pen that spilled on the shirt?

Try Hairspray. Aerosal or pump. Either works well. Spray on the ink stain. Let it sit. Then respray right before washing.
