It all depends on what the posted speed limit is, if it is 55mph then yes 20 mph under is not acceptable they should be ticketed.
Most regular highways the posted speed limit is only 55 not 65.
Most people drive way to fast any way that is what causes accidents not people drive slow.
Just slow down enjoy the ride and just leave a little earlier that way when you come up on some one driving to slow you want be late.

speeding 20 over the limit can often kill someone so in some sense is more serious! Yet going under 20 can be a hazzard to other road users and cause accidents and even death and also at times mightly irritating other drivers. They both should be ticketed - but I guess the faster drivers should be ticketed more due to the speed factor causing more death etc.

No. Here's why:
One of a driver's responsibilities is not to run into people in front of him.
There could be several reasons why someone is going 45: he may be lost, or looking for landmarks, or his car may be malfunctioning.
Age discrimination is illegal; if we can't search the bags of Middle-Eastern looking people at the airport, we sure as hell can't pull our Seniors over on the road.
Going 20 mph OVER the limit is far more dangerous than going 20 under, due to the increased length of pavement it takes to stop. A driver doing 85 is going to do a hell of a lot more damage when he runs into you than some guy doing 45.

Definitely! Driving that much under th speed limit, especially on the freeway is at least as dangerous as driving too fast.

if goin 20 mph under the speed limit is hazardous to traffic, then yes. But its not as frequent as people going over...thats why people going over get ticketed more often.

Speed limits are Maximum,unless you drive on the interstate.
Slow down and enjoy the trip as much as the destination.

ANYONE driving that much under, unless in extreme conditions, should be ticketed as well. They are just as much of a hazard.

That actually happened to one of my friends... she was pulled over for 'impeding'. I seriously think they should pay more attention to it, because it IS really dangerous when you're cruising down the freeway and you come up on someone going 45mph... it's so frusterating!!
