The USA inflates its employment with the "working poor", which is significant when you consider the vast difference in minimum wage between the two countries. The federal min. wage in the USA is $5.15USD while in France it is 7.61 euros which equals $9.75USD!!! So when people are making almost double the minimum wage, there are likely more stay at home moms who don't have to work as well to scrape by as is the case in the USA.

Typically, it is argued that French labor law makes it very difficult to fire a worker and requires business to provide very nice perks for employees. This combines to make employers reluctant to hire new employees (a risk, since the new employee may suck but they can't get rid of them) and employees reluctant to leave their jobs. This creates stagnation and makes it hard for people to get into the job market.

Also, France has many generous social assistance programs, which are believed to create a disincentive to work for wages.

However, I've also heard it claimed that differences in calculating the unemployment rate account for France's higher rates. It is argued that if France used the same method of calculation as the U.S. (factoring in prison rates and other things), it would only be a few points higher than the U.S.

Our unemployment figures would probably be higher then France if we actually counted all unemployed. If you fall of the unemployment rolls without finding a job, you aren't counted against the figure. It 's only the people on the rolls that the unemployment figure is based on.
