I wish you had told us a little more about him, your relationship and how much you want to spend.

You could give him a book of coupons for little things that you can do for him. Example: a back rub, bubble bath, wash his car, etc.

A gift certificate to a store for a hobby that he really likes, a fishing store, sports store, woodworking store. It's great to validate his hobbies after one year together.

Congratulations, you made it through the first year!

You would have to know his likes and dislikes. For our first anniversary, I bought mu husband a laptop.,because he really needed it for work and now he appreciates sooooo much. He reminds me of how thankful he is. Get him something that is connection with his personality. Don't just buy him anything.
Wouldn't you want him to buy you something he knows you really, really want. (also that is within your budget).
Happy Anniversary!
