It's a good start. I'll give it a 4 because you're young and just beginning. I think if you keep at it, you'll get better. The bright colors and friendly, bold lettering seem to be a good reflection of your personality.

It's nice. I started doing web design when I was 12, and I think you're definitely making progress. I'm pretty sure it was made with FrontPage or some other editor, and I prefer hand-coding, but whatever. Lots of distracting advertising, but that's understandable for someone without a steady income. lol In all, nice work, keep improving, and make some money when you get good enough.
