A size 10 man's foot (US measurement) is 12 inches long. It was standardised quite some time ago. A shoe size is the length of one barleycorn, or 1/3 of an inch, after some starting point. The standard was selected from some monarch's shoe size, which was man's size 10 by modern standards.

So a size 7 man's foot would be 11 inches long, and a size 13 man's foot would be 13 inches long.

A woman's shoe is simply two sizes smaller than a man's. So a size 12 woman's shoe is equal to a size 10 mans shoe, and likely fits a foot one foot long.

Therefore, any man who had a size 10 foot, or a woman who had a size 12 foot, who have 12 inches in his or her foot.

Yes, the foot is defined to be 12 inches; an inch is defined to be 0.0254 meter, so a foot is exactly 0.3048 meter. So the English system is defined in terms of the metric system.

I would like to see the foot, instead of the meter, be the recognized international unit of length. However I would redefine the foot to be 1 billionth of a light second - the time it takes light to travel in a billionth of a second. To me that is a more natural unit than the meter. Instead of miles, we would have kilofeet. The new foot would be 983571056 of the present one - close enough to size shoes with.
