My friend has a layover in London and wants to go out of the airport and get a room for the night. Is is legal for her to do so and if not what does she need to be able to?

Even if she does not require a visa to USA or she already has one, you need to check for her if she require a transit visa in London. Irregardless if she wants to go out of London airport or not, some countries require a transit visa, just to lay over.
And why does she needs a room out of the airport? Check whether London airport has a transit hotel? She can save time and money by not going out of the airport.
The best place to check with is the airline that will carry her all the way to London because these people can be fined if your friend does not have a valid visa or transit visa.
The other place to go is OAG on the internet. They use a system called TIMATIC to check all the necessary requirements. I think it is at oag.com.

Obviously it all depends on what nationality passport your friend has, and you do not give this vital information.

Assuming she has a Russian passport then this info from the UK governement site says

"You asked if a national of Russian Federation needs a visa to come to the UK in transit.

At the discretion of a UK Immigration Officer, you may transit without visa (TWOV), but only if:

- you will continue your onward journey from the United Kingdom by air within 24 hours, and
- you will hold a confirmed onward ticket, and
- you will have the necessary documents (passport, visa, etc. ) for the country to which you are travelling and any countries that you will pass through en route

If not, you need a Visitor in Transit or Visit visa."

But first she has to get on the airplane to get to the UK, and the airline may not want to risk the "discretion of a UK Immigration Officer" .

In other words it is best she check with the airline first.

As long as she doesnt leave the airport she should be ok. If she has to leave the airport for ANYTHING, she will be screwed.
