The characters in Animal Farm believed "some animals are more equal then others", much like the Congress. Traditional marriage is a good thing, gay marriage bad thing and this is how they justify passing laws that are bias. Both congress and the characters of Animal Farm were driven for ribbons, medals and by special interest groups. Everyone should be alike and they pass laws according to that belief. They vacillate back and forth never quite using the power they've got effectively and for the purpose it was designed.

I think you need to give me some details. I don't think congress is like animal farm.

Because some people are "more equal than others". They say "everyone is equal", but they give special treatment to different people based on race, income, property ownership, number of dependents, and any number of other factors.

If they really treated everyone as equal they would ignore all special interests, and the source of their bribes would dry up.

Because it is a repuglican majority, these are people that put their own interest ahead of what is really good for the country.
