Even though Hartford and Bridgeport are both pretty bad, I'd say BRIDGEPORT.

Not only are the schools horrible, gang violence prevalent, and many deserted buildings have become drug houses, but the town officials have been surrounded by scandal and even put in jail for being corrupt!

I lived and taught in Stratford (the next town over to the east) and some of the influences of Bridgeport were starting to creep in. So, we moved.

Everywhere in CT is pretty good. I love it there. Wish I could afford it though.
